Florida Board of Pharmacy – Pharmacist CE Update

Florida Pharmacists must complete a Board-approved 2 hour CE, on the “Validation and Counseling of Prescriptions for Controlled Substances and Opioids”

Florida Board of Pharmacy has taken an important step towards educating Pharmacists by amending CE requirements which requires to a complete course that educates Pharmacists on validating controlled substance prescriptions and counseling patients receiving prescription opioids.  Opioids are commonly over-prescribed, however validated measures are not available to regulate inappropriate controlled substance prescribing.

Florida Board Pharmacy updated Rule 64B16-27.831(6), Florida Administrative Code, related to “Standards of Practice for the Filling of Controlled Substance Prescriptions; Electronic Prescribing; Mandatory Continuing Education”. Rule is effective as of June 14, 2018. This rule now requires that all licensed pharmacists shall complete a Board-approved two-hour continuing education course, on the “Validation and Counseling of Prescriptions for Controlled Substances and Opioids”, during the renewal term ending on September 30, 2019. This two-hour course shall be taken every biennium thereafter.

The “Validation and Counseling of Prescriptions for Controlled Substances and Opioids” course will count towards the mandatory thirty hours of CE required for licensure renewal, and all newly licensed pharmacists must complete the required course before the end of the first biennial renewal period. A Pharmacist who completes the mandated “Validation and Counseling of Prescriptions for Controlled Substances and Opioids” course between October 1, 2017 and July 1, 2018, shall be considered to have conformed with this subsection for the biennium ending on September 30, 2019.

After July 1, 2018, any CE course offered on this subject, by a Board-approved CE provider, must contain the new CE requirements contained within Rule 64B16-27.831, F.A.C., for the Pharmacist to obtain credit for the course during the current biennium ending on September 30, 2019. Please note that if the content for a current course offered on “Validation and Counseling of Prescriptions for Controlled Substances and Opioids” by a Board-approved CE provider is not amended to include the new amendments to Rule 64B16-27.831, F.A.C., effective as of June 14, 2018, the course may only be approved for general CE credit only.
